Current Position and Affiliation: Project Management Capabilities Development Lead at INL
Professional Background: With 18 years of experience in project management, I have developed a robust skill set and a deep understanding of the field. I spent a decade at the Naval Nuclear Laboratory as a project manager, followed by six years at First American Mortgage Services as a program manager. For the past two years, I have been contributing to the INL in my current role. I have been a certified PMP for 12 years.
Education and Certifications: I hold a Master of Science in Industrial Organizational Psychology. Additionally, I am a certified PMP, Scrum Master, and Six Sigma Master Black Belt.

With 18 years of experience in project management and a strong background in process improvement, quality management, and organizational development, I believe I can bring valuable insights and leadership to the board. I have a deep commitment to the profession, and I am dedicated to supporting the professional growth of our members, promoting best practices, and fostering collaboration. Serving on the board would be a great honor and an opportunity to give back to the profession that has greatly enriched my career.

JEREMY WALKER
TERRAPOWER
Jeremy Walker's career began in the military, where he served in the United States Marine Corps as an infantryman and later in a United States Army Special Forces Group as a Human Intelligence (HUMINT) collector. He has 18+ years of experience in the nuclear industry, having worked in operations at Naval Reactors and with Curtiss-Wright's Nuclear Division as a project manager in Instrumentation & Controls (I&C), Plant Performance, and Digital Safety Systems. He now works with TerraPower's Natrium equipment project management group, supporting Kemmerer Unit 1. Jeremy originally earned his PMP in 2022 and holds a BA and MA in History with honors from American Military University. He will complete his MBA from Colorado State University in 2026 with an emphasis in project management.

Victor Dominguez
CURTISS-WRIGHT
Victor Dominguez has been a PMI member since 2023 and holds over 7 years of project management experience with a robust background in operations management, cost containment, regulatory compliance, and team leadership. Holding a Project Management Professional (PMP) certification, a Master of Business Administration (MBA) with an emphasis in Project Management, and a Bachelor of Business Administration (BBA) in Finance from Idaho State University.
Victor has built a diverse career across multiple industries, including energy, environmental compliance, manufacturing, and nuclear operations. He is currently a Project Manager at Curtiss-Wright, where he supports the Nuclear Division, leading projects that require rigorous adherence to quality, safety, and regulatory standards. Previously, as a Financial Analyst at the Idaho National Laboratory, Victor partnered with managers to develop and review plans, estimates, costs, schedules, and resources, ensuring strong financial stewardship and disciplined cost management. His additional experience at Idaho National Laboratory, Simplot, and Virginia Transformer Corp. further demonstrates his strengths in process optimization, problem-solving, and critical thinking.
In addition to his professional endeavors, Victor has been actively involved in the Project Management Institute Eastern Idaho Chapter, serving as Vice President of Membership/President Elect before serving as chapter President from July 1, 2025 to June 30, 2026.
Victor is in his 3-year term on the chapter's board and now serves as Past President, effective July 1, 2026.

Justin Hughes
CURTISS-WRIGHT
Born in Virginia Beach into a Marine Corps family, Justin experienced several moves across the United States before his father retired in San Diego in 2001. In March of 2025, he relocated from San Diego with his wife and two boys, embracing new opportunities and adventures in Idaho Falls.
Justin M. Hughes is a seasoned project management professional with extensive experience in leading complex programs within the Department of Defense and private sector. Currently serving as a Senior Project Manager at Curtiss-Wright, Justin excels in overseeing all phases of project management, from initiation to closure, ensuring alignment of resources and effective risk mitigation. His expertise in Earned Value Management and Agile practices has been instrumental in managing budgets and schedules, as well as developing innovative contracting methods.
Justin holds a Master of Science in Program Management from the Naval Postgraduate School and a Bachelor of Arts in Economics from San Diego State University. He is a certified Project Management Professional (PMP).

Levander Davis
IDAHO NATIONAL LABORATORY
Levander (Van) Davis is an Orientation Program Lead at the Idaho National Laboratory (INL) and is a 20-year veteran of the world of Business and Education. After graduating college in 2005, he joined Melaleuca, Inc and quickly worked his way up the corporate training ladder. He spent years honing his skills with Adult Training techniques and designing seminars, classes, and programs for the professional world. In 2018, Van joined the College of Eastern Idaho where he was responsible for implementing world-class community programs for Southeast Idaho. Under his stewardship, he increased the number of business offerings for the community, started new programs like Floral Arranging and Real Estate Licensing, and doubled the attendance of the annual Summer Science Youth Camp. After joining the INL, Van accomplished many things including starting an internship, setting up collaborative events between universities and INL stakeholders, and developing INL-relevant curriculum for K-12 audiences.
Van Davis has a lovely wife and two kids but also lives with 4 bossy chickens and 3 scaredy cats.

Matthew Alonzo
OKLO
Matthew Alonzo is a dedicated project management professional currently supporting Oklo Inc.'s Prototyping & Visualization division at its Idaho Falls Test Facility. He is passionate about bringing innovative, technology-forward thinking to the project management community in Eastern Idaho. Matthew earned his Bachelor of Business Administration from Idaho State University in May 2025, with emphases in Project Management, Computer Information Systems, and Finance.
Matthew's interest in artificial intelligence (AI) predates his professional career, where he gained hands-on experience with early machine learning tools years before entering the workforce. As the inaugural Project Management Office (PMO) Intern at the Idaho National Laboratory (INL), he built on that experience to help design and deploy an AI-supported risk analysis framework, including a risk register development tool, that was approved for lab-wide use. He also holds certificates from INL CyberCore's Consequence-driven Cyber-informed Engineering (CCE) and Industrial Control Systems (ICS) programs.
Matthew's research experience includes serving as an Undergraduate Research Assistant at Idaho State University, where he co-authored peer-reviewed research on responsible AI use and local large language model (LLM) evaluation, accepted to the Academy of Finance track of the 2026 MBAA International conference in Chicago. He also co-presented a panel and workshop on the topic at the conference.
As a first-generation college graduate, Matthew values the importance of mentorship, accessibility, and creating inclusive environments where individuals can learn and grow. He is committed to supporting professional development opportunities that help professionals strengthen their skills, expand their networks, and advance their careers.
Matthew will begin serving as the Eastern Idaho PMI Chapter's Vice President of Communications on July 1, 2026, and will serve a two-year term on the Chapter Board of Directors.

Annely Magallanes
Annely Magallanes is an East Idaho resident and a dedicated project management professional currently serving as a Financial Analyst with Kiewit Corporation. She is passionate about continuous learning, professional growth, and supporting the development of project management professionals. Annely earned her Master of Business Administration from Idaho State University in May 2026, with an emphasis in Project Management.
Through her graduate studies and professional experience, Annely has developed a strong foundation in project management principles, financial analysis, and strategic decision-making. She values collaboration, continuous improvement, and lifelong learning, and is committed to building meaningful relationships within the project management community.
As a first-generation college graduate, Annely values the importance of mentorship, accessibility, and creating inclusive environments where individuals can learn and grow. She is committed to supporting professional development opportunities that help project management professionals strengthen their skills, expand their networks, and advance their careers throughout Eastern Idaho.
